WEST NILE- POSITIVE TESTS

Positive mosquito pools for West Nile Virus were collected from traps near Webster Park, and W. Como Ave.  The tests from Webster Park were confirmed on August 27th by the Ohio Department of Health Laboratory and again on August 31st by our staff.  The test from W. Como Ave. was confirmed August 31st by our staff.  Due to these positive West Nile Virus mosquito pools, our Vector Control Program will be treating in Clintonville on Tuesday, September 11, 2018 from 3:30 am- 7:00am.

The boundaries for the first treatment on September 11th are as follows:

Henderson Road and Cooke Road to the North

  1. Broadway to the South

Indianola Ave. to the East

The Olentangy River to the West

The boundaries for the second treatment on September 11th are as follows:

  1. Broadway to the North

Olentangy St. to the South

The railroad tracks to the East

The Olentangy River to the West

A press release and spray map was issued Wednesday, September 5th, 2018 it is attached here and the link to the on-line treatment map is attached to that. At this moment all requests to opt out of mosquito treatment will be honored that have already been filed.

The positive West Nile Virus pools do serve as a reminder for us to continue protecting ourselves from mosquito bites and to eliminate stagnant water from our properties including places such as gutters, rain barrels, and bird baths. One can also protect themselves from mosquito bites by using insect repellents and by minimizing their time spent outside during the late evening and early morning hours. City of Columbus Puts In Place Beginnings of Regulations on Shared Mobility Devices

Department of Public Service Working With Other City Agencies

The City of Columbus Department of Public Service is implementing rules and regulations surrounding Shared Mobility Devices, more commonly known as shared scooters and bicycles for short-term rental. These guidelines, which take effect immediately, were developed after collaborative discussions between Public Service, Public Safety, the City Attorney’s Office and Smart Columbus.

“Shared mobility devices present a mobility option that can fill a need in Columbus, if handled appropriately,” said Mayor Andrew J. Ginther. “I tasked our Department of Public Service to come up with common-sense guidelines to manage right of way concerns as a first step to a thorough and thoughtful plan that works in our city.”

The regulations include:

·         Companies seeking to offer Shared Mobility Devices for public use must obtain permits from the department to operate in the city. A maximum of eight companies at any one time may offer their products in the city.

·         The devices must be parked in an upright position and cannot be parked in the vehicle portions of the street, including parking spots and loading zones. They also cannot be parked in doorways, and they cannot block pedestrians on sidewalks or curb ramps, fire escapes, inside bus shelters, in driveways or on unauthorized private property or unapproved non-public spaces.

·         The City of Columbus may designate parking/staging spots for the devices in the city to assist with keeping order in the public’s right of way.

·         Each company that receives a permit to offer Shared Mobility Devices in the city is limited to offering up to 500 devices. The Director of Public Service has the authority to increase this number based on demand and usage. The devices offered must not be able to go faster than 15 MPH.

·         Companies offering Shared Mobility Devices are required to educate riders on responsible and legal use of their devices.

·         Companies offering Shared Mobility Devices must deploy at least some of devices in neighborhoods outside of the Central Business District as designated by the Office of the Mayor.

·         Companies offering Shared Mobility Devices must put in place access to the service for those without credit cards.

·         Companies with existing operations will have 30 days to come into compliance. 

At the direction of Mayor Ginther, the Department of Public Service is continuing a multi-agency look at additional policies on a range of other issues connected to the regulation of Shared Mobility Devices.

These rules largely govern the storage of shared mobility devices in the public’s right of way. The Ginther administration will be drafting legislation in the near future that will look at the operation of shared mobility devices.

“Olentangy Trail—The Final Gap– Northmoor to Clinton Como”

The route is a concept at this time, the graphic is the working plan. You will see it’s general. But given what is known, it shows the most direct solution and the one to start with. It takes a lot of public involvement and engineering time to vet alternatives and work through the tough spots. So, IF the project is funded, the Rec’s & Parks Dept will start the hard survey and analysis phase.

Blueprint Zone 3 Design Phase Meeting Postponed

The Clintonville Zone 3 Design Phase Meeting has been postponed.  We hear that the postponement of the public meeting does not mean that the internal team is moving past 30% design without the community input.

The Walhalla meeting will still be held on 8/16, but we will discuss ONLY the Walhalla Ravine (anyone is welcome to attend if they are interested in the ravine, not just residents).

Blueprint Columbus has postponed the 30% public meeting for the Clintonville 3 project area, previously scheduled for 8/21 & 8/22, to ensure that the information provided during this meeting is both timely and accurate. This meeting is designed to present the community with fully vetted design proposals that meet the city’s consent order obligations to obtain the most informed and comprehensive feedback. Please note, this does not change the feedback/communication process at all – the design process will still include three touchpoints with the community prior to final plan development. We will notify residents with the updated meeting information via mailed notices.

The CAC Zoning & Variance meeting Is July 31st at Clinton Hts Lutheran Church. The meeting begins at 7:30 pm. The  agenda can be found in the Documents heading in the top row of the green banner in the file labeled “CAC Agendas”.
